I've had good luck contacting LCI directly (at least here in Beaver Hills). The BH neighborhood specialist is a really nice guy named Nick, he can be reached at nlicataATnewhavenct.net or (203) 946-7835. You can also ask if the property has a city rental license. Most non-owner occupied rentals need to be licensed by the city. If its not licensed, LCI will send an inspector out to start the licensing process. Trash and other safety concerns need to be taken care of before a license is granted. Once licensed, the property has to go through additional inspections every few years to maintain its license.
At least this way, the absentee landlord will be on the city's radar. Just be aware that taking such action can make you a target for retaliation from the tenants or landlords; turning in my slumlord definitely made me a target for retaliation, and the city did absolutely nothing to protect me.
